TORONTO - The United Way announced yesterday it is $4-million short of the 2008 fundraising campaign's $110-million target. Since 1971, the charity has exceeded its annual targets. With two weeks to go in the current campaign, donations have not passed the amount received in 2006. Officials blame the economic downturn, but add it only heightens the need for services.
